To change culture within a team, you must change what you reward and focus on. However, you must balance this change and not over-correct in the other direction.

You can also “form” culture by setting good examples and templates at the start. E.g. setting a repo up with tests, should encourage future developers to test. Make it easier on your peers and those that follow you to do the right thing1.
