John Cutler1 discusses the idea of an annual planning dance where leadership hands down vague vision/goals, VPs process these in their silos, individual teams generate goals and then negotiate between those with leadership review.

A better structure is if the VPs/second leadership line process the vision and develop goals and do the collaboration at the level. This moves the collaboration / alignment further up in the process (rather than at “C”). Once this is in place individual team strategies can be refined rolled out.
